The next meeting of the Council on State Support to Non-Governmental Organizations under the Auspices of the President of the Republic of Azerbaijan was held today. Chairman of the Council Azay Guliyev opened the meeting and informed the suggested issues in the agenda, such as the results of the fourth grant competition and appeal commission requests. The agenda was unanimously approved.
Chairman of the Council Azay Guliyev said that for the first time citizens of the country along with the experts have participated in the project evaluation process of the fourth grant competition in 2019. Azay Guliyev emphasized that the introduction of this innovation contributes to further increase of transparency in the activities of the Council, provision of citizen participation in the decision-making process, strengthening the competitive environment among NGOs, and bringing relations between NGOs and the Council to a new level of quality. The chairman of the council said that 10930 citizens were registered in e-citizen program and 12491 comments were submitted from them. 1220 of these comments were deleted due to inappropriate content. 11271 citizen comments were registered.
Executive Director of the Secretariat, Faraset Gurbanov said that 265 NGOs applied for the 4th grant competition which was held on April 8 - May 3, 2019. 11 of them did not pass technical selection process. Projects of 254 NGOs were submitted to the assessment of experts and citizens. The Executive Director electronically submitted the reference prepared by the Secretariat and expert opinions about the projects to the members of the Council.
Head of the Appeal Commission Sahib Mammadov said that 41 NGOs filed an appeal for the results of the first grant competition in 2019. The Appeal Commission reviewed the requests of each NGO individually on 8-10 May 2019. For the first time 2 people from the regions of the country and 2 people from foreign countries joined to the meeting via video call.
Members of the Council Ilgar Mammadov, Nargiz Khalaf, Sahib Mammadov, Rufiz Gonagov, Anar Khalilov and Emin Hasanli made their comments and suggestions about the issues in the agenda.
Relevant decisions were made about the issues in the agenda after discussions. The Council decided to finance 112 NGO projects within the fourth grant competition in 2019. The Council also gave positive feedback to the decision of the Appeal Commission.
Those who are dissatisfied with the results of the competition may apply to the Appeal Commission of the Council till June 28, 18:00pm.
The winner NGOs of the competition may sign a contract with the Council by agreeing the project documents through e-queue program from June 25 to July 19, 2019.
