The Council on State Support to Non-Governmental Organization under the auspices of the President of the Republic of Azerbaijan announces grant competition on participation of NGOs in “Extractive Industries Transparency”
The Council on State Support to Non-Governmental Organization under the auspices of the President of the Republic of Azerbaijan (hereinafter referred to as “Council”) calls NGOs to submit applications for participating in the competition.
The Council supports the projects on the following directions in accordance with the “Concept of state support to non-governmental organizations of the Republic of Azerbaijan”:
1.Wide public awareness about “Extractive Industries Transparency” (EIT) processes and reports (for this purpose holding public discussions in Baku, other cities and regional centers, higher educational institutions, business associations, creative collectives and schools is taken into consideration);
2.Strengthening knowledge and analytical skills of civil society institutions on “Extractive Industries Transparency” (EIT) reports and oil contracts (for this purpose holding trainings and master classes for NGOs and journalists that were registered in the Secretariat of the Commission on Extractive Industries Transparency is considered);
3.Development of “Extractive Industries Transparency” (EIT) system
The following are considered to be implemented by NGO experts:
·Extractive industries of Azerbaijan: analysis of value chain based on special methodology and determination of weak links and preparation of proposals regarding eliminating them;
·EIT and beneficiary entrepreneurship: analysis of practices of other countries and preparation of proposals on the use of this practice in Azerbaijan;
·Preparation of the project “Azerbaijani standard” of EIT accountability;
·Research of integration ways of EIT accountability to the e-government system and preparation of proposals.
Duration of the projects
Projects can last from 2 up to 8 months.
Amount of the grant
- Competition fund is 200000 (two hundred thousand) manats.
- Maximum amount of the project for the NGOs that registered until the end of 2016 can be 10000 (ten thousand) manats.
- The NGOs that registered after January 1, 2017 can apply with project proposals amounting to no more than 3000 (three thousand) manats.
Procedures of directions that were added to the competition
Applications and projects are received electronically starting from December 7, 2017. Acceptance of applications and decision making process are conducted in 5 stages:
- 1st stage – registration of applications and acceptance of project proposal;
This stage covers the period between December 7 and 25.
- 2nd stage – Technical selection of applications;
This stage covers the period between December 7 and 25, 2017. Submitted application and additional documents are investigated and electronic notification is sent to NGO on the status of application registration.
- 3rd stage – Technical selection of project proposals;
This stage covers the period between December 7 and December 29, 2017. Submitted project proposals and additional documents are investigated and electronic notification is sent to NGO on the status of application registration.
- 4th stage – expertise of registered project proposals;
This stage covers the period between December 21, 2017 and January 25, 2018. Each of the registered project proposals is evaluated by at least 2 experts separately and confidentially in this stage.
- 5th stage – discussion in the Council and announcement of winners;
Competition winners will be announced after February 10, 2018. Information about competition winners will be announced on the website of the Council. Information is individually given to winner organizations and contract is signed.
