Final Report on monitoring of the projects financed in 2009 by the Council of State Support to NGOs under the President of the Republic of Azerbaijan |

Following monitoring plan of the Council’s Secretariat, the employees of the Secretariat conducted monitoring of the Council-financed projects. We would like to present the following information regarding conducted monitoring of the Council-financed projects in 2009:
Results of the 2009 monitoring:
· 247 project proposals were financed by the Council;
· More than 260 monitoring were conducted;
· 9 NGOs did not facilitate project monitoring;
· 16 NGOs had problems related to documentation;
· Documentation of 13 NGOs did not fully cover project implementation processes;
· 36 NGOs had poor media coverage of implemented projects;
· 20 NGOs had various shortcomings in fulfilling contract commitments. As a result of continuous efforts by the Secretariat’s employees, these shortcomings were alleviated;
· 50 NGOs failed to complete projects on times stipulated in concluded contracts; thus, the Secretariat received official applications and granted permission to prolong periods of those projects;
· 25 NGOs failed to produce final reports on time stipulated in concluded contracts.

3. Number of held events:

4. Number of printed resources and created internet sites:

5. Number of persons participated in held events:
· Training sessions – 18,961
· Seminars – 8,431
· Other events – 51,715
6. Number of beneficiaries: over 106,000

Shortcomings and weaknesses
· Poor relations of NGOs with the Council’s Secretariat
· Inability of NGOs to evaluate accomplished works and outcomes
· Inability to raise public’s awareness on projects being implemented
· Poor quality of printed resources
· Delay in submission of reports
