NGOs can submit annual reports to the Ministry of Finances on-line |

Issues concerning submission of annual reports to the Ministry of Finances on NGO activities were elaborated at the meeting of the Council of State Support to NGOs under the President of the Republic of Azerbaijan held on January 15, 2010 where a number of difficulties has been identified in this aspect. The topic was also discussed in the meeting of Chairman of the Council Azay Guliyev with Deputy to the Minister of Finances Ilgar Fatizade. An exchange of opinion has been conducted on transition of NGOs to National Accounting Standards, rules for submission of annual financial reports to the Ministry of Finances, strengthening skills and abilities in this respect as well as other possible difficulties, and a common agreement was achieved on the following items:
1. Working out and executing adequate action plan for NGOs to submit their annual financial reports to the Ministry of Finances until April 1, 2010;
2. Developing appropriate program by the Ministry of Finances for receiving online reports until 10 February;
3. Establishing Working Group consisting of ten specialists until 2 February, responsible for filling report forms, and providing them with appropriate training. Organizing trainings and consultative sessions by the Working Group till 31 March 31 for NGOs headquartered in Baku and in the regions, as an assistance for filling report forms;
4. Publishing report forms in 3000 copies by the Ministry of Finances and their distribution to the Council as well as to financial departments of district to which NGOs apply. Placing these forms in the web-sites of the Council and the Ministry of Finances;
5. Submitting unfilled report forms as appropriate by NGOs with no annual financial operations;
6. Assistance by local financial departments to NGOs in proper filling and submitting reports in districts in due time;
7. Using mass media to keep NGOs informed.
The meeting was also attended by officials of the Council’s Secretariat and the Ministry of Finances.
