Issues related NGO legislation were discussed at the Council’s meeting |

Today the subsequent meeting of the Council of State Support to NGOs under the President of the Republic of Azerbaijan was held. The report regarding the Council’s activities in 2009 was discussed during the meeting. It was noted that the report contained extensive information on the Council’s activities during the last year, and it could be submitted to the public and relevant institutions after considering comments of the Council members.
The issues of notarizing grant agreements according to rules for registration of contracts (decisions) of awarding (receiving) grants were discussed as well. It was decided to prepare relevant proposals by the Council with the purpose of amending article on notarizing contracts of grants submitted to the Ministry of Justice.
Then the issue of executing provisions of the Law on NGOs requiring non-governmental organizations to present annual financial reports to the Ministry of Finance was discussed. A number of difficulties were recognized in this field. It was said that the form and content of the report were unfamiliar to NGO accounting, and that there was a need for improving report forms and for raising skills of NGOs in this respect. As such, organizing training sessions for NGOs on the topics were important.
In addition, as preparatory activities required some time, it was decided to draft proposals on submitting financial reports by NGOs to the Ministry of Finance since April 1, 2011.
Finally, the issue of state registration of NGOs was discussed. Talking on state registration of non-governmental organizations, Chief of the Head Department for Registration and Notary of the Ministry of Justice and member of the Council Mr. Ilgar Mammadov replied to questions of the Council members.
