A meeting was held at the UN Baku Office between the representatives of the Secretariat Mr. Farasat Gurbanov, Executive Director, Mr. Tofig Hasanov, Chief Accountant, Mr. Etibar Kerimov, Consultant and the representatives of the UN Baku Office Ms. Verena Linneweber, Officer-in-Charge, Ms. Jamila Ibrahimova, Assistant Resident Representative, Mr. Nadir Guluzadeh, Monitoring and Evaluation Adviser, Mr. Fargan Abbaszadeh, Communications Manager, Mr. Chingiz Mammadov, Senior Development Adviser, Mr. Elnur Khalilov, Programme Adviser, Ms. Leyla Fathi, Assistant to Resident Coordinator, and Ms. Irada Ahmedova, UN Coordination Analyst representing UN. Participants discussed the Joint project of UNDP and the NGO Council “Strengthening the Management Capacity of Local NGO Sector in Azerbaijan”.

The Media Rights Center held the next debate on the topic “Are the patriotism projects the priority for the donors’ activities?” with the help of the Council of State Support to Non-Governmental Organizations under the President of the Republic of Azerbaijan. Firstly, an exchange of views on the work carried out with regard to Nagorno-Garabagh issue by civil society in Azerbaijan was conducted at the event, which was attended by majority of NGO leaders. Emphasizing the state attention and care to the issue of patriotism, it was stated that it is necessary to develop this topic not only in the light of the Garabagh conflict, but also in all aspects of the county’s life.

The Council of State Support to Non-Governmental Organizations under the President of the Republic of Azerbaijan has started the preparatory work for publication of an informational book “The Azerbaijani NGOs”. Taking into account the public importance of the book, NGO leaders are invited to respond to the questions in the attached questionnaire, and submit it to the Council together with 1 personal picture and 1 or 2 pictures displaying various events organized by their NGO.

The Council of State Support to Non-Governmental Organizations under the President of the Republic of Azerbaijan launches training on “Organization of NGOs’ work with media” starting since July 1, 2009. The NGO representatives willing to take part in the training may apply to the Council.

Alimammad Nuriyev, the member of the Council of State Support to Non-Governmental Organizations under the President of the Republic of Azerbaijan and Farasat Gurbanov, Executive Director of the Council’s Secretariat met with Ken Peavler, Director of International Executive Education of the Washington University of USA and Altinay Kuchukeeva, Program Officer of the Counterpart International Headquarters.
Issues of mutual cooperation were discussed at the meeting.

In the preliminary version of the draft recommended to the plenary after receiving the support of the Legal Policy and State Building Committee of the Milli Majlis on 9 June, it was envisaged to make changes to 18 articles. One of the principal changes causing the protest of the civil society institutions was proposed addition to Article 6 as follows: “In order for a Non-Governmental Organization to be considered as a nation-wide one, it should have branches and representations covering at least 1/3 of the territory of the administrative units of the Republic of Azerbaijan”.
